Agents were conducting night-vision surveillance near New Mexico Highway 9 west of Santa Teresa. Officials said the agents spotted three people carrying backpacks trying to make their way north from the U.S.-Mexico international boundary. The suspected smugglers dropped their backpacks and tried to run back into Mexico, officials said. With the help of air support from other agencies, the suspected smugglers were apprehended and their backpacks were located, officials said.
